So I bought a ‘91 Jeep Cherokee for $2000 knowing it was a project, but still under the false pretense that it was registerable as a road going vehicle. After purchasing the vehicle I had to run across the country to visit my grandfather in the hospital in Manitoba. Upon my return home I was finally able to go to ICBC (British Columbia’s public insurance company) to register and insure my Jeep only to be told the previous registered owner has a lien against her ICBC account/the vehicle, thus denying me any opportunity to register or insure the jeep. I have the ownership papers; legally the vehicle is mine now, but her debt haunts the vehicle. What can I do about this situation oppo? I need this to be a roadgoing vehicle.

I have a ‘93 XJ shell sitting in my yard here in Toba. Don’t know what status on the vin is... got it for parts only with no papers, but I can try to find out and/or apply for a lost title if you actually want it. Rust in rockers/door sills, but mostly solid. If you want it, it’s yours for whatever the returning process costs. But I’m scrapping it in the next couple weeks (landlords told me it has to go), so act now. Scrapped a much more complete KJ a couple weeks ago and only got $50 in yard credit so I’m not expecting anything for it.

talk to the leinholder, and see if you can reach a “settlement”so that they will sign off on the lien. and if not, put a labor lein against it for double the amount. tie it up in paper.
and if you dont want to tie it up. buy a donor shell tub(clear of all liens) for not much, and harvest the truck for everything it has. and cut up the shell and throw it out in the trash or haul it over the scales one peice at a time.

I fucking HATE ICBC. Fuck them.
Get an address in Alberta and register/insure it there for presumably half the cost. You wouldn’t be alone in doing so.
Or NWT, because motherfucking polar bear license plate.

Wait....that's a thing here? That's such bullshit that you can get screwed by a previous owner like that. I shouldn't be surprised though, ICBC has a mission to make everything terrible for everyone

in the US we would contact the lien holder and see if the vehicle was paid off. here people frequently forget to get the lien release and give it to the new owner. many just throw it away. they get a letter from the bank after they make the last payment and don’t even open it. instead they just yell “fuck you, bitches! it’s mine now!” as they tear up the envelope and toss it in the trash.
